CoH Offline Costume Creator torrent

This application lets you create costumes for City of Heroes without actually connecting to the CoH servers. It has all costume pieces up to issue 5, including capes and auras. It was meant to be distributed in South Korea and has a Korean language plug-in, so I've included instructions on how to disable the Korean plug-in and view the application in English.
