DESCRIPTION
Adds the decision to restore the Mongol Empire for members of the Altaic culture group, with the exception of the Kazakh Khanate, the Timurids, Zaporozhie, Aq Qoyunlu, and Qara Qoyunlu.

Requirements are that the player be independent and not at war (of course :P) and own (but not necessarily as cores) the provinces of Ulanqab, Xilin Gol, Dorno Govi, Altai, Kuruk Tag, Dzungaria, Taraz, Kypshak, Argyn, Kurgan, Syghnak, Kyzylkum, Nogay, Zhetyru, and Ustyurt (basically the capitals and some other provinces of Mongolia, Oirat, Chagatai, Uzbek, and Nogai).

This will of course create the Mongol Empire (uses same flag design and map colour from CK2), as well as claims on the Mongolia and Central Asia Regions (and 25 prestige and the centrilization modifier :P).
