Il poliziotto messicano Javier Rodriguez lavora alla frontiera, con il suo amico e collega poliziotto Manolo Sanchez, sotto il principale esponente della lotta al crimine del Messico, il generale Salazar. Nonostante le tentazioni provocate dal grande giro di denaro e di potere, Javier resiste ma si trova coinvolto, insieme a Manolo, in una rete di corruzione che conduce ad una situazione insostenibile.
