My synopsis:

Two magical girls travel to the psychedelic world of "Pure Illusion", to collect wish granting crystals for a shady organization.

The girls have opposite personalities, one too carefree and the other too responsible, they challenge and balance each other in an interesting way. The visuals are fascinating, it's very colorful, each travel looks like a unique world.

Mahou Shoujo Madoka Magica (Infos at AP) has impressive weird effects too. It's darker.
Magical Girl Raising Project (My torrent) is similar to madoka.

The name of the crazy girl, Papika, is probably inspired by the spice, but without the R.
Paprika (Infos at AP) is also the name of an excellent movie with dreamy effects. Everything that Satoshi kon (List at AP) made was pure genius.
