Dans un avenir proche, dans un contexte de pandémies, de guerres et de catastrophes climatiques, la Norvège décide de fermer ses frontières et de devenir totalement autosuffisante. Pendant dix ans, les Norvégiens vont vivre derrière un mur dans le pays devenu le plus sûr du monde. Quand le poisson d'élevage, principale source d'alimentation du pays, est atteint par une terrible maladie, la responsable de l'approvisionnement alimentaire, Esther Vinter, doit empêcher la famine. Mais la situation s'aggrave quand la population de la ville de Bergen commence à être touchée par une variante de la peste noire. Esther doit trouver une solution, avant que cette maladie mortelle ne gagne tout le pays.
