Оказывается существует очень простой способ для конвертации формата png в ico. Для этого не требуется скачивание никаких программ! Достаточно просто зайти на сайт http://converticon.com и проделать несложные операции:
1. Заходим на сайт http://converticon.com
2. Во втором поле выбираем нужную картинку:

И нажимаем кнопку "Convert".
3. Все! Иконка переконвертирована:

Теперь осталось скачать переконвертированную иконку, кликнув по ссылке "Click to Download". И вот, как отображает Windows переконвертированную иконку:
