Galactic Civilizations IV: Federations and Empires is the largest
governance overhaul in the history of the series. The expansion
adds four new forms of government to Galactic Civilizations IV,
each running on its own user interface with its own resources,
ships, and political mechanics, and each giving you a different way
to play. Each government in Federations and Empires has its own
gameplay loop. Running a Technocracy with its Optimization Grid
plays nothing like running an Empire with its Imperial Decrees. The
Councilors in Oligarchy make different demands than the partner
worlds of a Federation. The form of government you choose shapes
how you play. Each government uses different screens, different
resources, different ships, and different strategies.
