The three young offenders Carlin, Angel and Davis arrived in juvenile detention Maplewood, under the watchful eye of Goodyear, a stern but sympathetic guard. Carlin, transferred from another institution for assault, waiting his time until he is sent to a normal prison. He and Davis are quite soon the victim of Banks, the most feared guy in the institute. Both do not want to lose the event, and therefore end up in solitary. Once back defeats Carlin Banks and claims the position of "Top Dog".

De drie jonge wetsovertreders Carlin, Angel en Davis arriveren in de jeugdgevangenis Maplewood, onder het toeziend oog van Goodyear.
Een strenge maar meelevende bewaker.
Carlin, overgeplaatst uit een andere instelling voor mishandeling, wacht zijn tijd af tot hij naar een normale gevangenis wordt gestuurd.
Hij en Davis worden al vrij snel het slachtoffer van Banks, de meest gevreesde jongen van het instituut.
Beiden willen niets over de gebeurtenis kwijt, en belanden daarom in de isoleercel.
Eenmaal terug verslaat Carlin Banks en claimt de positie van "Top Dog".
