In plaats van te gaan samenwonen met haar vriend Greg (William Hurt) besluit Jane
Emelin (Juliette Lewis) haar intrek te nemen in het appartement dat ze van haar tante heeft
geërfd. Maar al vrij snel komt Jane in allerlei onprettige situaties terecht. Op de vierde
verdieping van het flatgebouw tegenover haar lijkt een man een vrouw te willen
vermoorden, maar voor ze kan zien wat er precies gebeurt sluit hij de gordijnen. Als op een
dag haar slot kapot is, komt Jane erachter dat de slotenmaker de man van de vierde
verdieping is, die sleutels van alle appartementen blijkt te hebben. Hij bedreigt haar, maar
de politie toont geen interesse in haar aangifte. Dan is er nog Jane\'s onderbuurvrouw
Alice, die iedere dag over geluidsoverlast klaagt. Na een hoogoplopende ruzie zit haar
appartement vol met muizen en kakkerlakken. Omdat Alice nooit de deur opent, breekt
Jane bij haar in en krijgt daar de schrik van haar leven.

A young woman moves into a new apartment that she inherited from her grandmother, who had died there in a bizarre accident.
She is immediately confronted by totally bizarre neighbors and someone is obviously out to get her as rats and flies engulf her apartment.
But with the array of weirdos around her, who might it be? Everyone warns her to stay away from her upstairs neighbor, but he is the only one who shows any kindness.
Supposedly the neighbor below her is an 80 year old woman, but she hammers the floor so hard when the young woman moves furniture that she breaks tiles.
Another neighbor seems kind enough to begin with, but later seems more interfering and threatening.
Also her weatherman boyfriend can't be ruled out. Contrary to his desire for her to move in with him, she moved into their apartment.
