Il film ripercorre, con una serie di flashback, la vita di Pu-Yi, l'ultimo imperatore della Cina: da fanciullo cui tutto era dovuto, essendo figlio del Cielo, a re fantoccio del "Manciukuo" in mano ai giapponesi, a prigioniero dei campi di rieducazione politica ai tempi di Mao, dopo un periodo passato in Siberia ostaggio dei russi. Fino alla anonima morte, avvenuta durante la rivoluzione culturale.
