Counsellor Riddick, COLIN FRIELS, the Mayor of Montague, a small Australian coastal town, is eager to develop the place with high-rise hotels, but his plans are thwarted by the fact that he can't acquire the old hall that is home to the Montague Municipal Marching Band. His hopes hinge on the impending humiliation of the band at an upcoming competition for marching bands - last time the competition was held in Montague, 20 years earlier, it ended in utter chaos.

Band leader Ed Flack, WILLIAM ZAPPA, is confined to hospital after being hit by a bus, but his son, Kevin, SEBASTIAN GREGORY, despite the fact that he's more interested in the rock music of which his father strongly disapproves, steps in to take over the marching band and to modernise its elderly, but enthusiastic, members.

Meanwhile Kevin is romancing Mandy, ISABEL LUCAS, Mayor Riddick's impossibly beautiful daughter.
