Het systeem bevat miljoenen mobiele robot-beveiligingscamera's, de Eyeborgs, die alles en iedereen controleren op verdacht gedrag. Een agent van de Binnenlandse veiligheidsdienst verdenkt dit systeem van enkele moorden en moet hij het systeem ontwijlen om uit te zoeken wie achter dit Eyeborgs programma zit.
