Il poliziotto oriundo italoamericano Frank Serpico viene portato d'urgenza in ospedale e un flashback ci mostra la sua storia. Arruolatosi giovane e con entusiasmo nel corpo di polizia di New York, si infiltra negli ambienti della malavita, ma scopre ben presto come la stragrande maggioranza dei suoi colleghi siano corrotti.
