Tijdens een herverkiezing wordt de burgemeester van een door misdaad geteisterde stad vermoord. Doordat de lokale politie ofwel te corrupt ofwel te incompetent is besluit de stad de FBI in te schakelen. John Archer en de knappe Mila Driver worden samen op de zaak gezet. Ze ontdekken al snel dat het stadhuis meer geheimen herbergt dan de identiteit van de moordenaar.

When a crime-ridden city's mayor and his re-election opponent are both assassinated in quick succession, two investigating FBI agents discover that City Hall holds more secrets than just the identity of the killer. As they begin piecing together clues, the two reluctant partners, Agent Archer (Sean Patrick Flanery) and Agent Driver (Kristanna Loken), learn that they are pursuing well-trained professionals who will stop at nothing in order to succeed with their plan. As the two agents gradually develop a mutual professional respect, they also begin to unravel a far-reaching criminal conspiracy that puts all the citys residents at grave risk.
