Chicago, 1931, het is de tijd van de drooglegging. Al Capone (Robert De Niro) is de oppermachtige koning van de onderwereld van Chicago en zijn bende heeft het voor het zeggen in de stad. Er wordt een speciale eenheid opgericht onder leiding van Eliot Ness (Kevin Costner), speciale agent van het Ministerie van Financiën. Met zijn eerste inval blijkt Capone hem te slim af geweest te zijn. Dan ontmoet Eliot de ervaren rechtdoorzee politieman Jim Malone (Sean Connery). Na enige aarzeling sluit Malone zich bij Eliot aan en wordt zijn rechterhand. Het team wordt versterkt met de nieuweling George Stone (Andy Garcia), die eigenlijk Giuseppe Petri heet. Het team wordt compleet gemaakt met Oscar Wallace (Charles Martin Smith), die financieel expert is. Gevieren doen ze wat niemand eigenlijk durft, ze gaan de strijd aan tegen Al Capone. Hun eerste inval is een succes en vanaf dat moment is de hard strijd met Al Capone begonnen. Als snel krijgt het viertal de bijnaam ‘Untouchables’ (onaantastbaren). Maar als snel zal blijken dat het gevecht tegen Al Capone ook grote offers vraagt.

Young Treasury Agent Elliot Ness arrives in Chicago and is deternimed to take down Al Capone but he learns that it's not going to be easy, because Capone has the police in his pocket. But Ness meets Jimmy Malone a veteran patrolman and probably the most honorable one in the force. He asks Malone to help him get Capone but Malone warns him that if he goes after Capone, he is going to war. They recruit academy cadet, George Stone and Treasury agent Oscar Wallace, who is also an accountant, who wants to prosecute Capone for tax evasion. When they make headway, Capone tries to get them but they are untouchable.
