Lt. Pete ‘Maverick’ Mitchell (Tom Cruise) en zijn ‘wingman’ en vriend lt. Nick ‘Goose’ Bradshaw (Anthony Edwards) behoren tot de beste gevechtsvliegers bij de marine. Ondanks hun roekeloze, gevaarlijke handelwijze en het niet opvolgen van orders, worden zij naar Top Gun toegestuurd. Top Gun is een eliteschool voor de beste gevechtsvliegers van de marine, die daar een extra zware training krijgen. De training staat onder leiding van cmdr. Mike ‘Viper’ Metcalf (Tom Skerritt) en instructeur lt. cmdr. Rick ‘Jester’ Heatherly (Michael Ironside).
Maverick is ook een grote charmeur, die de eerste avond al zijn charmes in de strijd gooit om de aandacht van een aantrekkelijke dame te krijgen. De volgende dag blijkt zij de instructrice Charlotte ‘Charlie’ Blackwood (Kelly McGillis) te zijn. Charlie is vooral geïnteresseerd in Maverik omdat hij en Goose de enige zijn die in de lucht in contact zijn geweest met een Mig-28. Maar gaandeweg worden Charlie en Maverik verliefd op elkaar.
Op de opleiding is de onderlinge competitie tussen de piloten groot, mede omdat bij de training een wedstrijd element zit. Vooral tussen Maverick en lt. Tom ‘Iceman’ Kazinski (Val Kilmer) is de rivaliteit groot. Ook op de opleiding brengt het roekeloze gedrag van Maverick hem in problemen. Als dan een dramatisch ongeluk plaats vindt, wil Maverick stoppen met vliegen.

Lieutenant Pete "Maverick" Mitchell is an expert United States Naval Aviator. When he encounters a pair of MiGs over the Persian Gulf, his wingman is clearly outflown and freaks. On almost no fuel, Maverick is able to talk him back down to the carrier. When his wingman turns in his wings, Maverick is moved up in the standings and sent to the Top Gun Naval Flying School. There he fights the attitudes of the other pilots and an old story of his father's death in combat that killed others due to his father's error. Maverick struggles to be the best pilot, stepping on the toes of his other students and in another way to Charlie Blackwood, a civilian instructor to whom he is strongly attracted.
