L'eruzione vulcanica del Monte Paektu, al confine tra Cina e Corea del Nord, innesca una serie di scosse sismiche che mettono a repentaglio la sopravvivenza dell'intera penisola coreana. Nel panico generale, le autorità sudcoreane appoggiano la folle idea del professor Kang Bong-rae, il quale propone di detonare una bomba nucleare all'interno della montagna. Jo In-chang, costretto ad abbandonare la moglie incinta, è il capo artificiere incaricato di paracadutarsi in Corea del Nord con la sua squadra, per trafugare un ordigno dai temuti vicini. Ma per avere speranze di successo gli serve l'aiuto di Lee Joon-pyeong, una spia nordcoreana che va prima fatta evadere di prigione e poi convinta a collaborare.
