Notorious for his killer instinct, Jiro Yanagawa fights to the death. One year following the infamous "The 8 Yanagawa's vs Devil Dragon 100" on Japan's west side, is the scene for this follow-up battle of revenge (1959). Action-filled fight scenes bust the seams of this feature, including deal sealed by Tachikawa biting off his own pinky and shoving it in a shirt pocket as "collateral". Drugs, prostitution and bloody bouts of revenge dominate the screen as Yanagawa takes over the Devil Dragons and their western territory. Based on a true story, but not for the squeamish.

De Japanse onderwereld wordt geregeerd door de Yakuza; bloeddorstige families die voor niets terugdeinzen om hun macht uit te breiden. De beruchtste van allemaal is de Yanagawa familie. Het is één jaar na de bloederige strijd tussen de 'Yanagawa 8' en de 'Devil's Dragon 100' en Jiro Yanagawa zit stevig in het zadel als één van de belangrijkste maffiabazen van de Japanse westkust. Drugs, prostitutie en de bloederigste gevechten domineren zijn leven en hij deinst nergens voor terug om zijn doel te bereiken; het compleet uitroeien van de 'Devil's Dragon'-bende om zo zijn territorium nog verder uit te breiden.
