Mr.Platt winds the Town Hall clock once a week.The Mayor informs him it's to be painted.Mr.Harkin uses pulleys and cradle to do the job.But next day the clock grinds to a halt.General consternation ! Platt discovers Harkin's left a paint tin behind,which is "stopping the figures from meeting and striking the half hour" (the ones in the opening titles).The fire brigade remove it using the hoist.
