The series centers around a Latina girl named Dora Marquez with a love of
embarking on quests related to an activity in which she would like to partake
or some place that she wants to go, accompanied by her talking purple backpack
and anthropomorphic monkey companion named Boots (named for his beloved pair of
red boots). Each episode is based around a series of ritualistic events that occur
along the way during Dora's travels, along with obstacles that she and Boots are
forced to overcome or puzzles that they have to solve (with "assistance" from the
viewing audience) relating to riddles, the Spanish language, or counting.

Dora and Boots are at the beach when they find Sirena, a little lost mermaid, who
needs to get back to her mommy at Mermaid Cove. Dora has her mermaid charm necklace
that transforms her back into a mermaid, and turns Boots into a sea monkey. Together
the 3 set off on an underwater adventure where they sing a color ditty to go through
the Octopus's Garden; sing a whale song to call a giant whale to make it past the
Ocean Rocks, then, finally enter Mermaid Cove, where Sirena will have to sing to
bring all the mermaids together so she can find her mommy.
