Wanneer de partner van agent Max Zanders wordt gedood bij een aanslag van de Russische maffia, besluit hij het recht in eigen hand te nemen. Overdag werkt hij als agent voor het World Intelligence Police Agency, maar 's nachts kruipt hij in de huid van de gemaskerde wreker, "De Clown". Hij verklaart de oorlog aan de onderwereld, die probeert de macht over te nemen in Düsseldorf. Plotseling gaan gangsteroperaties in vlammen op en verdwijnt misdaadgeld naar liefdadige instellingen. When mobster Zorbeck kills his long time girl friend Claudia, The Clown (Max Hecker) gets Zorbeck arrested and then retires from crime fighting. Max works as a simple guard for a security company until he hears that Zorbeck has escaped from prison. He must come back again to seek justice. But Zorbeck and his team of criminals are not so easily outdone, and the Clown (Max) faces the most dangerous task of his life.
